Attic insulation payback without the brochure
What an attic top-up actually costs in 2026, which R-value ENERGY STAR wants for your climate, why the federal 25C credit is gone, and how to read a blown-in bid without buying a brochure payback.
The insulation flyer says two-to-five-year payback and a fatter R-value than you have ever measured. Maybe that is true on your bills. Maybe they sized the savings to a house that started with almost nothing in the attic and a winter you do not have. The useful work is measuring what is up there, picking a target R-value for your climate, and making the bid name depth, baffles, and the hatch instead of a round savings number.
Hire the blow. Crawling the joists with a rented hopper is how people step through a ceiling and bury a recessed light that was never rated to be buried. If you still want a Saturday, weatherize the doors and windows while you wait on the insulation calendar.
If the heat-pump quote is already in the driveway, weatherize before the heat pump is the order of work. Stay here when you are buying depth in the attic and you want the payback math to survive contact with your bills.
What does the job cost?
Angi’s 2026 attic-insulation page puts a typical professional job around $2,100, often $1,700 to $2,500, or about $1 to $3 per square foot. Their size table runs $1,000 to $3,000 for 1,000 square feet and $1,500 to $4,500 for 1,500 square feet. Spray foam is a different product and a different bid; Angi’s spray-foam article puts attic spray jobs anywhere from $1,100 to $9,000.

Those averages mix “we added a few inches over clean batts” with “we removed mouse-house cellulose and started over.” Removal is its own line. If the bid is cheap because they are blowing over wet, pest, or knob-and-tube, you did not save money.
Which R-value are you even aiming at?
R-value is how much the layer resists heat flow. You add layers; you do not average them. ENERGY STAR’s retrofit table, based on the 2021 IECC, is the one to carry into the attic:
- Zone 1, uninsulated attic: R-30. If you already have 3 to 4 inches: R-25.
- Zone 2, uninsulated: R-49. Already 3 to 4 inches: R-38.
- Zone 3, uninsulated: R-49. Already 3 to 4 inches: R-38.
- Zones 4A and 4B, uninsulated: R-60. Already 3 to 4 inches: R-49.
- Zones 4C, 5, and 6, uninsulated: R-60. Already 3 to 4 inches: R-49.
- Zones 7 and 8, same R-60 / R-49 split.
ENERGY STAR: recommended insulation R-values
Find your climate zone on the DOE or IECC map, then measure what you have. A ruler on the insulation at the eaves and at the middle. If the middle is 10 inches and the eaves are bare, you do not have R-30. You have a cold strip around the whole house.
ENERGY STAR’s modeled estimate is that air sealing plus insulation in attics, floors over crawls, and rim joists saves about 15% on heating and cooling in a typical existing U.S. home. That is sealing plus insulation, modeled, average. It is not a promise on your January bill, and it is not insulation alone.
ENERGY STAR: estimated savings methodology
Take last winter’s heating dollars (gas, propane, oil, or kWh that actually ran heat) and 15% of that number. Compare it to Angi’s $1,700 to $2,500 band. If your heat cost $1,200 last year, 15% is $180, and a $2,100 attic is a long payback unless comfort, ice dams, or a smaller heat-pump size is the real reason you are up there. If your heat cost $3,500, the same percentage is $525, and the math is less of a stretch. Use your bills, not the flyer.
A second napkin: you already have about 6 inches of fluff in the middle (roughly old R-19 batts) and bare eaves. The ENERGY STAR target in a cold zone is R-49 or R-60. You are buying the missing depth plus the edge fill, not a magical new material. Cellulose over dry batts is Bid A. If the batts are damp or the wiring is antique, you are in removal money, which Angi does not hide inside the $2,100 average. Ask for that line before you compare payback.
Is there still a federal credit?
No, not for a 2026 start. The Energy Efficient Home Improvement Credit (25C) covered qualifying insulation and air sealing placed in service through December 31, 2025. IRS FAQs on the 2025 tax law say 25C is not allowed for property placed in service after that date. The Residential Clean Energy Credit (25D) for solar and batteries ended for expenditures after the same day.

Do not let a 2026 bid subtract 30% or $1,200 because last year’s brochure still has the IRA logo. State and utility rebates may still exist. Ask whether they pay on the invoice date or the day the material was in the attic.
What should three bids mean?
Bid A, blown-in top-up. Cellulose or fiberglass over dry, clean existing insulation, baffles at the eaves so you do not bury the soffit vents, dam around the hatch, depth written to the ENERGY STAR target for your zone. This is Angi’s typical $1,700 to $2,500 neighborhood on a normal attic. Get square footage and finished depth on the page.
Bid B, air seal then blow. Same blow, plus mastic or foam at the attic penetrations, the top plates, and the chimney chase, done before the new material hides them. Costs more. This is the job that matches ENERGY STAR’s 15% model, because the model is sealing plus insulation. If Bid A is $2,000 and Bid B is $3,200, the extra is not automatically a upsell.
Bid C, spray foam on the roof deck. You are converting the attic to conditioned space, or the ceiling is too shallow for fluffy depth, or ice dams have already wrecked the eaves. Angi puts attic spray foam in a wide $1,100 to $9,000 band because “attic” might mean a few cans or a whole roof. Demand board-feet, open-cell vs closed-cell, and what happens to the old vents. Foam on the deck without a ventilation plan is a moisture science project.
If someone wants to foam a vented attic shut and also leave the soffits open, they do not have a plan.
What has to be on the quote?
- Existing depth at eaves and center, and the finished R-value they are selling, tied to your climate zone.
- Material, bags or pounds, and the coverage chart from the bag, not a round number.
- Baffles at every soffit bay, dams at the hatch and the chimney, and what they do with recessed lights and flues.
- Air sealing as a line item, or an honest “not included.”
- Knob-and-tube, knob-and-tube inspection, and a stop if they find it. Blowing over live knob-and-tube is how attics burn.
- Hatch: insulated lid, weatherstrip, latch. An uninsulated hole in a new R-49 ceiling is a joke you paid for.
- Vacuum and protection of the house, because cellulose in the bedrooms is not a finish.
Do not 404 yourself into the air-sealing article that is still queued. Seal the obvious holes first, or pay Bid B to do it, then blow.
How does this go wrong?
They blow to the middle of the attic because it is easy to stand there, and the eaves stay empty. Heat still leaves at the edge, and you grow ice dams.
They cover can lights that were never IC-rated, and the roof smells like hot dust in July.
The brochure subtracted a federal credit that ended in 2025, so the “after incentives” number is fan fiction.
You skip air sealing, add R-49, and the house still smells like the attic because the leaks were never the insulation.
Payback is sold as a guarantee. Comfort, a smaller heat-pump, and fewer ice dams can still be good reasons. They are just different reasons.
How do I decide this week?
- Measure insulation depth at the eaves and the center, then look up your climate zone on the ENERGY STAR table and write the target R-value on the bid request.
- Pull last year’s heating dollars and apply ENERGY STAR’s modeled 15% only as a ceiling on savings talk, not as a promise.
- Get a top-up bid and an air-seal-then-blow bid on the same square footage, with finished depth in inches.
- Cross out any line that subtracts 25C or 25D in 2026, then ask what state or utility money is still real.
- If the attic has knob-and-tube, wet spots, or a pest colony, stop the top-up and price removal.
- If a heat-pump quote is live, freeze that outdoor-unit size until the attic work and a new load calc exist, using weatherize before the heat pump as the order.
